The pace bowler has taken 309 wickets in 71 five-day games with an stellar bowling average.
Australia's selection chief Bailey has declared that pace spearhead Cummins will be a central figure in the forthcoming historic rivalry.
Speculation had been growing that the 32-year-old might miss the series due to a ongoing back issue that was still troubling him.
Initial reports from team management suggested no definitive call had been made regarding Cummins' participation, with the five-Test series kicking off on 21 November in Western Australia.
The selector shared that his recovery is on track and was "optimistic" about the prospects of participating.
"We know that the window is narrowing and multiple considerations around that, not only the physical problem, but additional elements," the selector added.
"The outlook is good. [We are] really confident that he will feature a major part. With luck starting in Perth. If not, we'll adjust."
Previous Setbacks
Cummins was ruled out the ODI and T20 games against New Zealand and India recently after scans revealed a lower back issue.
He has a history of back injuries, with recurrences in 2012-13, 2013-14 and 2015-16 forcing him out of several home seasons in a short span.
He emphasized he would be bold in recovery efforts in his rehabilitation process to make the squad for the Ashes.
The selector indicated that it was unclear if he had started his bowling workouts as part of his recovery but admitted it was "pressing" for him to recover fully for the opener.
Contingency Plans
In case of absence, ex-skipper Smith will assume leadership.
The talented all-rounder was excluded lately from the ODI lineup for their limited-overs matches against India as a safety move because of an abdominal issue.
Bailey described it as a "minor" injury and mentioned that he'll feature in the state-level matches, so will be "ideally positioned to resume bowling."
"Extensive planning has gone into developing the strategy for him to be available for the opening match as an dual-role player," Bailey explained.
"He was only going to play the first two ODIs in any case. His aggressive style the bat in limited-overs, if it causes any delay for another day, the choice was made to approach this more conservatively."
